How to implement visible light communication in optisystem?
Can anyone tell me how to simulate a VLC system through Optisystem?

You can install optisystem 13 or 14 version and design a VLC system using the LED transmitter and photodetector. And the transmission medium is free space.
I did my research on the dimming property of VLC using optisystem 13. You can check this paper to understand the basic structure of an indoor visible light communication system.
